Ask how many technicians you'll actually interact with, whether you get a dedicated point of contact, and whether after-hours calls go to a real person or a ticket that gets triaged in the morning.
A help desk that only reacts to problems is table stakes at this point. The better question is whether the provider does any forward planning — a technology roadmap, periodic risk assessments, quarterly business reviews — or whether the relationship is purely "call us when something breaks." Businesses that outgrow their IT usually do so because nobody was planning more than a week ahead.
